Liputan6.com, Jakarta - Ministry of Energy and Mineral Resources (ESDM) claims its contribution in state revenues grew larger in 2017 compared to 2016.

 

Although in that year the realization of energy subsidy slightly exceeded the target of the Revised State Budget (APBN-P) 2017.

 

"This is proof that EMR sector plays an important role for the growth of national economy," said Minister of ESDM Ignasius Jonan told reporters on Saturday (6/1/2018).

 

 

Based on the preliminary record of performance in 2017 (unaudited), the realization of energy subsidy was recorded at Rp 97.6 trillion. This figure reached 108.7 percent of the target in APBNP 2017 which amounted to Rp 89.9 trillion.

 

This can not be separated from efforts to achieve justice with the addition of electricity subsidies for 2.44 million household customers can not afford to power 900 VA in July 2017. The number increased to 6.54 million subscribers.

 

The decision is based on the seriousness of the Government in the effort to realize justice and equitable access of electricity for all Indonesian people. The policy was taken by mutual agreement with Commission VII of the House of Representatives (DPR) in July 2017.

 

"The amount of energy subsidy is not significant compared to the revenue contribution of ESDM sector," said Jonan.

 

State revenue from the ESDM sector has increased significantly in 2017 to Rp 178.1 trillion, including non-tax state revenue (PNBP) of Rp 129.1 trillion and oil and gas taxes at Rp 49 trillion. The non-tax state revenue of Rp 129.1 trillion contributes almost 50 percent of the national PNBP target in APBN-P 2017.

 

The amount is obtained from the oil and gas subsector (oil and gas) reached Rp 85.64 trillion, minerals and coal (minerba) Rp 40.61 trillion, EBTKE Rp 0.91 trillion and others around Rp 1.89 trillion. In aggregate, the value of PNBP of the EMR sector grew by 61.6 percent from 2016's achievement of Rp 79.9 trillion.

 

When calculating the 2017 finance of the special sector of ESDM, ie comparing the non-tax State Revenue (EMR) with energy subsidies, there is a surplus of around Rp 31.5 trillion. Even if the comparison between the total PNBP of ESDM sector and oil and gas PPh with energy subsidy then surpluanya becomes bigger that is Rp 80,5 trillion. (Yas)

 

Previously, the Government plans to impose progressive royalties for gold, copper and silver commodities. This is to make the portion of state revenue is greater.

 

Director of Mineral Business Development of Directorate General of Mineral and Coal, Ministry of Energy and Mineral Resources, Bambang Susigit explained that progressive royalty is imposed on these three commodities by 0.25 percent, for any price increase that exceeds certain limit.

 

"The price level is determined, so if the progressive ones do not, as the price goes down, we use the benchmark price, once the price goes up, follow the progressive added 0.25 percent, that is the addition to the gold," said Bambang, at the Parliament Building, Jakarta, Monday, November 27, 2017.

 

Bambang said, the hope of applying progressive royalties of gold, copper and silver to make the portion of the state through Non-Tax Revenue (PNBP) remains large, from the downstream activities of copper mining.

 

"The philosophy is that the government can always be bigger than the price increase, but that's the truth," Bambang said.

 

The application of progressive royalties will be included in the revision of Government Regulation No. 9 of 2012 on types and tariffs of Non-Tax State Revenue (PNBP) applicable to the Ministry of Energy and Mineral Resources (ESDM). The draft revisions have been proposed to the Coordinating Ministry for Economic Affairs.

 

 

The election of gold, copper and silver commodities is proposed to be applied for progressive royalties, because the price fluctuations are rated highest. "The higher price fluctuations are only those three commodities, others remain stable," Bambang said.
